Description: More effective implementation of PACT has been associated with better quality of care, higher patient satisfaction, and fewer ED visits. However there remains limited evidence that improving implementation of the PACT model is associated with change ins high-cost healthcare utilization. Our primary objective in this study was to measure whether a change in PACT implementation (Pi2 score) is associated with changes in high-cost utilization. Intended audience: HSRD researchers, Primary care leadership.
